Mob development. Applications for the site for the portal, where to start?

There is a site built like a forum.
- Users
of 2 types of posts:
- discussion topics (creation / responses)
- news (comments)
The design is adapted, but I want to get mobile applications for iOS and Android.
Questions arose:
- where to start?
- Tell me, how much will the development cost?
- On what service to look for developers?
- How to add applications to the play store and Appstore?

if a high-quality native application then it won’t work out cheaply or for free,
start with a technical specification, the more detailed the better
, based on the technical specification, draw a design
for both android and ios, you need api, that is, work is needed not only on the client but also on the server
after the technical specification is ready design, you start looking for a developer, he will help you write documentation for the api, naturally not for free (personally, people who are ready to work for free, or without prepayment) are always alarming me)
then you will understand together how it is more convenient to work

The simplest thing is to make a wrapper application out of the adapted (mobile) version. Relatively fast, relatively nice. This is a quick&dirty variant.
If you want to do everything thoroughly, but there is no experience in mobile development at all, but you have money, you should contact the studio. I can't give you exact information, unfortunately. Based on some experience, I can say that usually the studio is also involved in uploading to stores and takes on all the difficulties that sometimes arise.
There is an option - to develop it yourself. But it is long and painful, especially if there is no experience. For iOS, IMHO, simpler.
