Minimum system requirements for a home server?
I want to set up a web server for my site. Hosting is not offered.
It is interesting to raise the server yourself. Visitors 100-200 at a time. What specifications should a PC have? What are the bandwidth requirements?
Is any nettop enough?

Raise it on a virtual machine with normal hardware (8-16 cores), gradually adding RAM and cores to the virtual machine until an acceptable result is obtained, then buy a server with such characteristics (cores, memory)
It all depends on the software.
So 100-200 per second is not a bad figure. Try it in practice.
If you have nginx with static return, caching is enabled, a minimum of scripts, then a coffee maker will digest 200 connections, if you have a shit script written by deer without Santa, then there may not be a serious server, it depends on the engine in short, take a virtual machine in the cloud for a month, test loads, you will roughly understand which ones to focus on in your case.
Nettop (modern) with ssd is enough. Well, a couple of gigs of memory, at least.
