Mikrotik - VPN stopped working and beeps after reboot. What to do?

I ask for help in the issue of the operation of the Mikrotik router.
There are two problems:
1) In a bunch of two Mikrotik, l2tp VPN + IPSec stopped working. Just stopped is all. Is this possible, or could it only be the result of an external influence?
2) When you try to reboot one of Mikrotik using standard means from the web interface, it no longer turns on - it only beeps every 3 seconds.
No settings were made on the devices. Question: how so?

1 perhaps the provider is blocking, perhaps in the firewall, something has been added. Do the connections reach the second Mikrotik?
2 try to update the firmware, for some reason it helps with mikrotiks in 90% =)
Check power, reset configuration. If it doesn’t stop beeping, but, on the contrary, doesn’t want to turn on, take it to the service.

I answer both questions so that it will be easier for people in the future.
It seems that it helped to self-update, and it never completely updated, putting out some of the services, therefore:
1) VPN stopped working because of the l2tp daemon that fell off.
2) After the reboot, he could not boot, because he was wise ... because he was not completely updated and the firmware was inoperable.
Everything was decided by the firmware via netinstall. But be careful - you must definitely cut down all the network interfaces of the computer before flashing, such as wireless / VirtualBox.
