iTunes Match, current local

In 2008, I bought my mother an Iphone, my mother liked this thing, and at first I did too, but I didn’t get used to itunes. I'm not used to synchronizing everything through my big brother. I sometimes like to connect android to a friend's computer and throw off any song.
I liked itunes match, the fact that all the music is stored in the cloud, but either I didn’t read well or didn’t fully understand, it loads all the songs into the cache when listening. In general, we need some kind of solution with remote synchronization with the itunes library. Who has experience in similar?
PS I'm thinking of raising a mac server on it itunes ball, iphone will be synchronized via wifi locally at a time, I tried it, but if it can be done remotely via vpn?
I looked in the direction of sharetool, but it seems to only share services or not only, it’s not clear at all. The option of buying an android for mom does not work, because “because the iphone is so cool”

I don’t know how it is now, but then I liked it. For free. Opensource. Even flac and other lossless can. It is put even on the Linux server. Here:
