Depending on what kind of "visibility" you need. If L3 - it is enough to register on the server a route to your client subnet through l2tp. (It is preferable to specify the IP address of the remote l2tp client as the gateway, and not the interface itself, since the incoming interfaces are dynamic and in case of reconnect, unknow will appear instead of the interface in the route as the gateway, with all the consequences).
If we are talking about connecting remote local networks at the L2 level, you need to raise eoip tunnels over l2tp and combine them into bridges with local networks at both ends of the tunnel. In this case, you will need to additionally take care of a single address space by creating one network for 2 DHCP servers with non-overlapping ranges and restricting DHCP traffic through the tunnel.
