Mikrotik, how to force backup role for VRRP?

Good afternoon!
1st router Mikrotik 192.168.1.2, distributes
the Internet, 2nd router Mikrotik 192.168.1.3, distributes the Internet and dhcp,
VRRP is configured for these routers with ip 192.168.1.1
When the first router is turned off, it switches to the second and back, when turned on first router.
But, if the provider interface hangs on the first router, then the switch does not occur
. Through netwatch, I registered ping 8.8.8.8, when /inteface VRRP disable drops, when /interface VRRP enable is restored, in this case, when the connection with the provider drops, it switches to the second router , when the connection with the provider is restored, VRRP rises, it switches to the first router, but the Internet does not work and 192.168.1.1 does not respond.
How to make the VRRP interface into the backup role using netwatch?

@Zarom

Try to simply set the master router to priority 255, then it will always become the master when it appears on the network.
