How to reduce high CPU load?

Hello, there is a central Mikrotik 2011 router, there are also 13 rb951 access points, CapsMan is configured, when 30 clients are connected, there are jumps in the processor load up to 90-94%, what can be done to reduce the load? Local forwarding checkbox is in the capsMan settings, if it remove then I can not connect to the point

Better than RB1100AHx4 (without Dude Edition), the price difference is small, but the performance is big, then it's definitely enough. (Don't buy RB1100AHx2, it's outdated and worse in performance, it was discontinued)
You can transfer settings via Run After Reset, first do: /export compact.

If it is not possible to use FastPath and FastTrack , then you can just put up with the state of affairs, if this does not cause serious problems.
The theoretical option - I'm not sure if this is acceptable: Increase the processor frequency by installing active cooling on the router.
Or is it better to replace the root piece of iron with a more productive model. Probably RB3011 will already be enough for your tasks. But more seriously, then RB1100
