Mikrotik: how to configure access to a specific IP on a different subnet?

Hello!
I have a question for the Mikrotik gurus! Guys, please help me to set up access from one subnet to certain IPs in another.
More. There is a network 192.168.0.0/21 and 192.168.12.0/24. The task is to get to 192.168.3.3 from any (well, or you can certain) IP of the second subnet. We have a video recorder there and the director wants to watch the cameras without switching to another network.
If I understand the question correctly in routing, but how to do it - xs.

Based on your picture - you have prescribed prohibiting rules,
you need to find them and make an exception in them (sign "!") For the desired ip / mac
