White IP, why is the port not open?

Good afternoon, the essence of the matter is as follows - there is a provider, a white IP was bought from him.
For the program, I put certain ports in the Firewall so that it can be reached from the outside - I opened it.
Why does 2ip.ru not show open ports? For example, I registered in Firewall 8080, but it is closed ...
Or is it quite normal?
PC specs and network interface status:
Windows 10 Pro x64, network status is "Public", firewall rules have been created for ports (Example: TCP/UDP, port 8080 - open)

Is anyone listening to him?
A port is considered open if there is an application listening on it.
If there is no such application, then the port is closed.
The firewall simply blocks network traffic or allows it.

Do you have a router between your ISP and PC? Is port forwarding configured on it? Or do you have a cable plugged into the PC and the connection on the PC is being configured?

The issue was resolved by the fact that on the side of the "other" side the software was fixed and something was written wrong, everything else on the "own" side was done correctly
