After a power loss, he does not want to establish a connection, or cannot connect, he checked the settings with a 1v1 backup, even when he received the settings via dhcp, there is still no Internet. Starts working only after a couple of resets. I tried to connect via ipoe, pppoe, it behaves the same. What can be wrong? Haven't seen this before.

There is such a bug on the provider's equipment.
A physical reboot does not help and does not help disabling the port.
How to fix? Pull out the Internet connection cable for at least 10 seconds, it's best to hold it for about a minute, and then plug it in. Inet should be restored.

The ISP is blocking the port. Set a reconnect delay of 1-5 minutes. I had this when on pppoe at TTK the port was blocked according to the provider from a large number of authorization requests.
