Mikrotik GRE/IPsec tunnel doesn't come up automatically?

Problems after updating to 6.40.8 (CCR1009-7G-1C-1S+; RB951G-2HnD)
GRE/IPSec stopped automatically rising after rebooting the router.
IP - IPSec - Policies dynamic rule is not deleted on
reboot, you have to delete it manually in order for the tunnel to rise.
