And I would recommend trying the MSP-430, it is a bit fatter in terms of functionality, designed with C optimization, and the most important advantage is a ready-made debug board (Launchpad) along with two controllers and, importantly, a built-in USB programmer (do not confuse with a USB-UART converter) can be bought at the price of an AVR.
True, there is certainly less information on the MSP topic, especially if reading foreign literature is problematic.

Arduino - easier to start, but then it becomes crowded within it. And you have to learn from 0.
Easyelectronics.ru is a classic. Basic knowledge with further application anywhere. There is also a fee for training and working sketches.
