Maybe PCI is shorter by a few "legs"?

I purchased this device , but when I tried to install it, I found that a pair of "legs" was missing. That is, it fits perfectly into the PCI slot, but the last two legs are missing (this is not a defect), in other words, it is shorter than the connector itself. This is fine?
Mat. Asus P6 series board (not top).
