1. You can study and work. But of course, the work will eat up some of the time, but where to go ... If you're lucky, you can work right at the university. It is easier.
2. Enter the magistracy both there and there. So you definitely will not be drafted into the army. Once in Germany, study and work. In Russia, you can go to the academy or whatever you want
3. Study up to 28. If you work, your studies will be delayed anyway. If you graduate early, go to graduate school. You will need to periodically carry a certificate to the military registration and enlistment office stating that you are studying abroad. Just don't go there yourself, ask your parents.
