Maps with multi-user label editing?

There is a task: it is required to enable residents of the city to report its problems by setting flags or marks on the map.
Desired set of features: moderation, different layers for different types of issues, comments on tags, time machine (the ability to set the expiration date of tags and turn the time back and forth to see the issues that are relevant on the date).
Are there such services? If not, what technologies will make it possible to implement the service on your own as simply as possible?
