But, firstly, it is impossible to enable the adaptive version - and the desktop version is inconvenient on a mobile phone.
Secondly, geo-positioning does not work correctly (check on mobile).
Moreover, if you go to maps.yandex.ru, the adaptive immediately turns on and the GPS determines exactly. I did not find where and how it is configured in the documentation.
There are also difficulties with Google, we try through "my maps", but our KML Google does not digest yet.

Then, it is clear that the picture is crookedly attached and the roads do not match.
And so, I would tie the picture to the terrain, cut it into tiles. Next, you need to take QGIS and cook up the polygons of the sites for "interactivity", and then leaflet and collect everything there.
