A program for the logistics of several taxi cars?

Such a thing: periodically there are 15-25 people who need to be driven around the city in several taxis. Is there any program / service that would automate the process of dividing people into cars, taking into account cost reduction?
Or take the Google Maps API documentation and write it yourself?
UPD. I am not a taxi driver, and I am not going to open my own taxi company. I'm just one of these 15-25 people (and they are always different), and we don't want to overpay for a taxi ... The only thing we can save is the number of cars, time, and distance that the cars will cover. All taxis will always start from the same point, and we don't care where they go next.
