Seriously, if you look at some decent IT office:
IT development is like a big machine. It has a bunch of gears, each of which performs some important task (coding, testing, implementation, analytics).
So, the manager is the one who lubricates this mechanism so that everything works. The one on whom all problems and jambs fall first of all; someone who is trying to figure out how to buy food for 500 rubles for 100 rubles; often it is also the one who negotiates with customers and tries to get more money from them, and come up with realistic deadlines, and so that the customer is also satisfied.
The manager rarely manages to find time to code, because all sorts of organizational issues eat up the whole working day. But at the same time, he must at least a little understand the specialization of each of his subordinates.
