Making an outgoing call?

Good afternoon! There is the following scheme:
PBX --- (ISDN) --- TA (terminal adapter) === (telephone, computer
) ) should ring the phone included in the TA.
I am a developer and I have little understanding of how the telephone network works. Can you suggest if this is possible and by what means.
