Main menu shortcuts missing after Windows Server 2008 R2 Standard update?

After today's update of Windows Server 2008 R2 Standart SP1 , all the shortcuts of the main menu + the contents of the "Administration" folder have disappeared. Folders for shortcuts are in place.

  1. How is that? Why did it happen and where can I unsubscribe with such an error?
  2. Would someone be very kind and post the contents of these folders? I will be extremely grateful.

I propose, for starters, to restore the contents of the folders from the backup.

Look at what updates were installed, check the groups, take shortcuts from a neighboring server, if any.
and also - a big minus for the lack of backups - the built-in backup works like a clock

@oia

look at the permissions on the directory \ProgramData\Microsoft\Windows\Start Menu
