MacOS switching between windows and not programs?

Does anyone know how to make cmd+tab switch between WINDOWS and not switch between programs?
That is, so that programs that are open in the background are not shown (ala Yandex.disk, finder, etc.)
Along the way, maybe you know how to turn off the display of background programs in the dock?
