Some things such as sleep mode, shutdown are not translated into Russian on the lock screen and in popups. Has anyone encountered this and how is it fixed?

Yes, there is. I somehow set the system language to Italian - after a rollback to the English login screen, some settings remained Italian.
I think you need to reset some settings cache.

Yes. I have a system English (changed from Russian), but some system menus still pop up in Russian. For example, the shutdown window
