Why MacOS lacks 16 gig memory?

I have a firmware 15, 16 gig, 2015.
There are 5 tabs in the browser, phpstorm 1 gig .
In fact, everything in the system is already busy with something, CleanMyMac releases memory, but it is quickly hired again.
How so? I don't have too fancy running programs.

So RAM should always be full. I also have 16 GB and everything is also busy, I don’t see any problems in this regard. On the contrary, I just feel that all the programs I need work quickly and without lags.
Read Apple's documentation here https://support.apple.com/ru-ru/HT5890
If your memory load is in the green zone, then there are no problems.

Install something like Monit and see who is the main RAM eater

Well, the file cache is the same. As soon as any software reads something from the ssd, it will remain in the file cache. The system always cleans it itself as needed. But if no one needs the memory, it will be occupied by the file cache.
