MacOs MacBook13 problems accessing the Internet through a proxy?

I have a MacBook Pro 13" 13 years old.
There is a faculty Wi-Fi, with Internet access through an institute proxy. The
laptop receives IP via DHCP (and calmly pings other machines on its network. ).
In the Wi-Fi settings, I prescribe proxy for http and HTTPS).
At the first connection, Internet access was available.At
all subsequent, the browser writes that there is no access to the Internet, and requires either to diagnose or disable the proxy.Also
, I noticed that MacBook machines cannot determine the IP addresses themselves through the dns name.At that time how laptops from other companies can easily find the IP address for this dns name, even without specifying the dns server.By default, both there and there are 8.8.8.8.
Wins server registered itself, apparently. Its address is different from the address of the proxy server.
I don’t know if NetBIOS plays a role, but the name of my account was registered there.
The port for the proxy is registered, it is not secure, and does not require a password.

Ps in the proxy server address field, the IP was indicated, not the dns name.
