Macbook stopped connecting to the Internet - what to do?

There is a successful connection to both Wi-Fi and an iPhone as a modem, but there is no Internet at all.
But when I turn on the VPN, everything starts working fine.
What could be the problem?
Maybe in the network settings something to pick?
