Macbook air13 m1 8gb vs Windows laptop 16gb?

I choose my first laptop for work. I do python programming, I use PyCharm
Autonomy and performance are important, since PyCharm is very voracious. I really liked the new MacBook air13 m1 , but the problem of the question is that the 16gb version costs a lot for my current budget (30,000 UAH or 80,000 rubles)
And here is the choice to take this poppy or some kind of Windows laptop in such a budget, but with 16+ GB of RAM and expandability. In fact, the main question is what is better, a poppy on 8 gigs or a beech on Windows, but with 16 and the ability to expand

Get a Mac, you won't regret it.

IMHO, it's better to take on Windows with 16 gigs - just for the sake of voracious pieces.
But the poppy on m1 will work longer and the mb percent will be more powerful.
