Air 2011 is quite noisy, the battery in it was not yet a full day, and it was worn out in 5 years. Mac mini 2014, especially with 4GB, is not enough. Web development usually leads to a bunch of browser windows, that's a lot of RAM. Will swap in any case with 4GB. I don't even have 8. If there is no urgent need for a laptop - look for a 2012 mac mini from your hands - this will be the perfect solution. There you can stick 16GB of RAM and SSD to your liking and everything will fly for a few more years ahead. He is quiet and fast. I have been working on this configuration for a long time. Then I switched to a fresh Macbook. Naturally - the HDD is immediately in the trash, it spoils everything. Still, this is not about small money, so whatever one may say, you need at least 8GB of RAM and an SSD. In any other scenario, it will slow down.

Well, since web development, then save some money. 4 GB in any gate for work, by today's standards. For web development, it is important to keep many windows open, many programs running, and quickly switch between them. Look for any option a little more expensive but with 8GB + ssd

Mini 2014 with 4gb of ram is trash. There is also a 1.4Ghz processor.
An older model, i5 2.6 Ghz with 8GB is quite ok. It has a weak point, it's HDD.
I'm going to change everything to an SSD.

They have one problem - soldered RAM. Air has a plus in mobility. At Minik, expanding the storage capacity will cost less. The solid state eliminates the small amount of RAM.
