Low voltage processor?

Will a low-voltage processor handle languages like C++ and Java? Or take a laptop with a "regular" i5?
PS processor i7-7500u.

A low-voltage i5 is enough, the main thing is RAM >= 8 GB and ssd at least 120 GB.

With these languages and the stump will be the first to cope. The only question is speed and volume.

On i7-7500u I work in JetBrains IDE-shki. Everything is fine, but again, there are many factors.

I noticed that this is a popular misconception, they say low-voltage is almost like "mobile", but in fact they will kick many processors from their generation in the ass, roughly speaking, the i7 7500U you indicated will most likely be more productive, for example, the i5 of the same generation.
I myself worked on the i7 3770U for many years, I did not immediately realize that I had a low-voltage version, it was uncompromising in performance.
