Will a low-voltage processor handle languages ​​like C++ and Java? Or take a laptop with a "regular" i5?

A low-voltage i5 is enough, the main thing is RAM >= 8 GB and ssd at least 120 GB.

I noticed that this is a popular misconception, they say low-voltage is almost like "mobile", but in fact they will kick many processors from their generation in the ass, roughly speaking, the i7 7500U you indicated will most likely be more productive, for example, the i5 of the same generation.
I myself worked on the i7 3770U for many years, I did not immediately realize that I had a low-voltage version, it was uncompromising in performance.
