Low fps, iron underload, where is the bottleneck?

For example, I take CS GO, in MM the average fps is 110, the load on the video card is 30-40%, the load on the CPU is 40-60%, I took the computer from a friend, put a clean off image on Windows, cleaned the computer to the state as if it were new, even dismantled the power supply, the only thing that I didn’t disassemble the vidyukha, I just blew it with air, as the temperature is above 70 when running in the furmark, the cpu above 70 does not heat up in the aida64 stress test, the temperature of the ssd and motherboard is also normal
i7 3770
GTX 1060 6gb
8GB 1600MHz
Samsung 860 evo (system on it, the game too, also the swap file on it is 8GB)

Help me find a bottleneck, I suspect there is not enough RAM, but still, when only steam and csgo are running on the computer, it is unlikely that 8GB will be enough for it, I put a second 1GB die for dual-channel mode, but it got a little worse because of the low memory frequency, HT cut down, but with it the fps is 10 frames higher, the latest drivers from off sites

How much do you think it should be?
Disable swap file and test without it

For normal operation of the 2-channel RAM mode, you need 2 identical strips (in size and speed). This will definitely increase the amount of FPS.
Given the weak processor, This i7 3rd generation is now the 12th generation in the yard. I would not expect any incredible speeds.
Otherwise, all games from 5 years ago should be played.
