Lost permission after changing the wire?

The power cord of the monitor burned out and the computer stood for several days without use.
I bought a new power cable and a new VGA (very worn out).
Turning on the PC, I was stunned by the stretched screen and pixels. In the resolution settings, the maximum resolution is 1600x1200, although 1920x1080 was previously recommended.
Updated video card and monitor drivers, did not help.
What to do?

Change! A cheap cable can be ... a cheap poop, although the difference with a conditionally "good" one can be 50 rubles. Better replace it with DVI.
Or, as an option, while working, go to the device manager and see if your monitor is exactly defined as your monitor or something "standard" or incomprehensible.
You can try to reverse the cable.

If nothing is distorted in the text of the question, only the supply, signal one burned out (what is "very worn out", we leave out of brackets). It begs to return the former and see what happens.
An old engineering rule: if a change has an unforeseen effect, the first step to fix it should be to roll back the change.

Install the program https://www.entechtaiwan.com/util/moninfo.shtm
See if there is a monitor marked (real-time) in the list on the left. It is possible that EDID is not read from the monitor through a new VGA cable.

No need to change anything. Normal cable.
You need to go in and do the following (windows 10):
control panel => system and security => system => display => advanced display settings => video adapter properties for the display => list of all modes => select 1920 by 1080 => apply
AND in settings will already show normal resolution. We select it, and everything starts to show normally.
