Losses in the EoMPLS network?

When using EoMPLS technology between L3 switches WS-C6504-E and ME-3600X-24FS-M, packet losses of 10-15% are observed when trying to reach the pppoe protocol (tried static IP) from the workstation to the border.
On 6504, a subinterface is configured towards the border, and on 3600, xconnect takes traffic from the vlan interface.
At the same time, MPLS traffic in the global table and vrf (L3VPN) goes without loss, the problem is in AToM traffic.
The network topology and configs are presented below.
Please help if anyone faced similar problem
