Looking for a program for individual and public file storage?

There is a program similar to dropbox'a - ownCloud. A lot of modules that can be connected and disconnected - it pleases. But there is a minus - the program is designed for personal use, and I need not only for personal use, but also for public use. I need a program like ownCloud but with a wider privacy aspect.
In fact: There is a group of 10 people. There is an FTP server on which the training material is located.
Idea: Each user has 100 GB of personal space, to which only he has access, and, tending to infinity, public.
How it should look in the interface: After authorization, the user should see only two folders, private and public. In the private folder, only user files, in the public folder, files that are visible to all users.
PS It is desirable that the muzzle was understandable intuitively, because 8 out of 10 individuals of the fair sex.
Now the question is: Is there a program in which there are readings of individual and common space? If there is, what is it? Is it possible to install on the server?

Isn't it possible to set the access rights of each user to their FTP folders? This is the simplest
Create 10 folders, 10 accounts, differentiate rights, set rights for everyone on the shared folder
. Quotas will also be needed, they can be configured using OS tools (although if you search, you can probably find an FTP server with quotas)
