Is it in the Mikrotik logs that the IP time is indicated when the client connects? Or is it somehow looked at on the client? You need to look at the logs.
See the loading of the processor on Mikrotik, see if the pool of addresses is enough for everyone. Maybe your pool is over and Mikrotik is waiting for someone to fall off in order to give it to another.
Check that in the settings of a specific DHCP Server, the parameterAuthoritative=yes
