Localizing programs. How to force changes in from .dll to go to .exe.?

Good afternoon, I would like to translate the program for myself, after looking at the instructions, I installed "Resource Hacker", found the file to be launched, and the file next to which the entire text of the program is loaded.

After the change in the adviser.dll file, adviser.exe and the program interface should essentially change , but nothing happens. No matter how many times I clean the registry (Reg Organizer program) and nothing changes
, please tell me what to do to make the translation work? Maybe I chose the wrong file, or this thing is not subject to correction at all?
