Live USB Linux Tails USB HDD Has been blocked by the current security policy. How to decide?

I made a Live USB distribution of Linux Tails, everything would be fine, but at startup USB HDD is issued. Has been blocked by the current security policy. At the very main system on hard - win 10 activated, if this is important.
