Does such a thing exist? We watch TV, have a laptop / iphone / ipad at hand, read other people's comments, leave our own. Online broadcasts have something similar, but no online broadcast can be compared with the broadcast of a federal channel. News, “let them talk”, serials ... we watch and discuss with other viewers.

I saw services where you can watch TV in the recording. There seem to be comments there, but they are not the basis of the service.
Making a fan site focused specifically on program ratings and comments is a great idea. Take care of her. It's easy to implement and there's a lot of room for creativity, business model options, etc.
