Live broadcasts. How to join the favorites?
I want to be able to stream videos on YouTube (something like online lessons for everyone, with questions in the chat, etc.).
To be able to create a live broadcast, you need to become a partner. In order to become a partner, you need to meet three points:

1. The program must be available in my country
2. You need to upload quality content, and monetize at least one video (whatever that means)
3. Follow all the rules
On the first point, I do not get into the program (Ukraine is not in the list, www.youtube.com/yt/creators/partner.htmlwhen I try to click on the blue button, I get "This feature is currently not available in your country"). This item can be somehow bypassed by registering again and using foreign proxies. By the way, Russia is supported.
I don't get the second one either. All videos on my channel are "favorites". Here the devil knows what to do.
On the third point, as usual, everything is ok.
And after all this, go through moderation.
Getting there, apparently, is unrealistic for me. Maybe there are ideas? Has anyone faced this issue before?
I considered alternative services, but none of them fit either in terms of functionality (no chat or no video recording or no saving of a record with chat history) or pricing policy (paying a considerable amount per month, and no matter how many podcasts were produced, at least one, at least ten ) or the number of viewers is very limited (again, you have to pay a lot).

I can’t tell you about alternative services, but I can say something about YouTube streams.
Google+ recently launched the ability to stream video without limiting the number of subscribers. Perhaps this is what you need?
Try this service bambuser.com/ it might work. The video quality is not bad, the servers are in Europe.
