All answers are in YouTube Help: this option is available only at the invitation of the YouTube team, with a coin channel, a good active audience, regular posting, there may be competent sowing, and so on - the main thing is to follow the rules of the Affiliate Program.
The country as such does not matter, the main thing is compliance with the conditions.
