Linux Mint - why is the Internet speed so slow and it's impossible to install programs?

1. The download speed of any file in any browser does not exceed 50-100 Kb/sec. Transmission downloads a maximum of 500 KB / sec, although in Windows everything was fine 5-6 MB / sec.
2. when trying to install a .deb package downloaded from the Internet (for example, chrome, teamviewer), a double-click message appears "Only one software management tool is allowed to run at the same time. Please close the other application eg 'Update Manager', 'aptitude 'or 'Synaptic' first. I disabled Update Manger, which hung in the tray, it did not help. I did not find the programs I needed in the "Program Manager".

According to the second - as you understand, only one package management system can be running at one time. Leave all terminal sessions where apt was running, don't run synaptic or update manager - and you should be able to install.
And one more thing: "double click" launches gdebi ?
You can also install the .deb package from the console using the deb command
