Depends on a large number of factors (for example, directly on the machine, or when connecting via ssh, whether x-server is installed there or not, etc.).

When the OS starts up without a graphical interface, it puts the video card into a special mode, the so-called text mode of the video card (more precisely, this is the mode by default), in which the OS explicitly sends the text to be displayed to the video card + some service notes. This format of communication is the most ancient and, historically, the first. Actually, for the sake of it, video cards were invented.
While the standard is many years old, it only supports a limited set of colors. To be more precise - 8 colors, each of which can act as foreground (text color) and background (background color). In text mode, you can set any combination of these colors, i.e. only 8*8=64 coloring pages are available.
Of course, you cannot put any picture on the background (generally speaking, you can, but you need to screw up with ASCII graphics and, in general, you shouldn’t).
