How to solve the problem with authorization (login is requested, but the password is not requested)?

The essence of the problem:
Since recently, remote access via sftp (and ssh, respectively) has disappeared, when trying to log in, it gave an error "authorization failure".
Now, when I got physical access to the server, when I try to log in as root and any other user (console authorization), the password is not requested, but as if the login continues, then after a while the login and password input screen is updated and the login is re-requested . So you can't log in. There is free space on the hard drive and /etc/pam.d/common-* files are fine.
Another point, in the /var/log/auth.log file there are a huge number of entries about login attempts under different logins, apparently some bot scanned ip with open port 22 and started enumeration. Could this be causing a similar problem?

The problem turned out to be in the relocated directory / bin -> / home /bin
copied back with ubuntu live cd and problem solved

use authorization by key
generate a more authentic key
