Linux "licensing" server?

Prepared, under a service contract, assembly. The agreement with the client "works and is updated until the termination of the contract." Now I'm sitting on how to implement the mechanism of "issuing licenses" once a day for each workplace. Any ideas?)

Write an agreement under which the client has the right to use the software only under certain conditions.
It is not necessary to solve a legal problem by technical means.
