Licensing a server under AD, how to do it right?

Good afternoon, it is planned to introduce AD ​​into an organization with about 100 PCs, for this case it is planned to purchase a Windows Server 2019 license, do I need to buy 100 CAL licenses for this case? Or just a server license is enough?

Technically, it will work without CALs, but from the point of view of license purity, CALs are needed.
PS If in the future such features as a terminal server or a database server (MS SQL) are used, then they will also need the corresponding CALs.

You need a server license + CAL by the number of licensed users or seats.
A minimum of 16 cores are licensed per server. One license (standard) covers two virtual machines within one physical server (+ one more machine exclusively for management).
