Layout from a ready-made PSD layout. How to determine the size?

Please help me figure out the size of the elements.
I just don’t understand what to do when the PSD layout specifies a width of 1500px and my max is only 1349px, that is, I need to set the width of 1349px in the CSS parameters, but what about other elements, they decrease in size accordingly or they need to be adjusted to fit parent element?
