Absolutely unacceptable. But if, for example, a designer draws a page taking into account the grid and elements used in the framework, and using the framework allows you to speed up the layout, it would be strange not to use it.
It should also be taken into account that the frameworks are also written not so hot by professionals, and if the deer developer built in css reset there without overriding all the dropped styles, or did not support IE6 / 7, then the result will be appropriate.
