Is it possible using JS or another language to launch a specific shortcut from the Windows 10 desktop ?
For example: I want to launch -> " GTA Online " when clicking on a button in the browser.
Or... is it impossible ?

Directly, you can't. It is possible only through urlsheme. But for this it must be registered in the OS.
