In fact, the usual broadcast in live time and 4k.
There are screens, processors too, we will sum up all communications.
It is necessary to solve it through VK broadcast, I know that VK supports 4K and it is technically possible.

My solution: buy a virtual server, create a website and display broadcasts there through the code, and when will it be necessary to change city B to city C, and city A to city D

Use ready VKS. It is not cheap, but in other options, without proper qualifications, you will spend a year in experiments.
