Laptop won't turn on without battery?

The charge controller is responsible for, oddly enough, the battery charge, but the laptop is not powered by the battery !
Check the voltage on the battery itself, and then disassemble and check the voltage on each "cell" (these can be two parallel batteries, one or both may be faulty)
If it now does not turn on at all, then the so-called circuit. The "charger" (the same "charging", in fact, there is not only a charger, but also a power circuit) does not switch to mains power.

I observed this in super-budget laptops, without a battery - they did not start.
Apparently, the power controller works strictly from the battery and without the battery it is impossible to give power good.
