Laptop through the customs of Belarus

A friend ordered a laptop on ebay worth 982 euros, including shipping. Delivery address - Gomel, Belarus. EMS mail. Less than a month passed, and the parcel arrived, but at the post office they demand payment of a fee, which comes out to about 12 tr on Russian money.
Question: are customs/post officers right, and what to do if their actions are still illegal?

Yes, right.
And if you don’t immediately redeem it, then it will come running for “storage at customs”. So you need to buy quickly. (Ran into this when buying a flash)
This is due to the fact that the maximum amount of goods can be 120 u.e. (in Russia in my 1000) The rest is subject to duty.

Belarus, although it is a member of the Customs Union, however, used the opportunity to establish more stringent standards by national legislation. According to the customs legislation of the Republic of Belarus, international postal items, within a month, addressed to one person, with a customs value of up to 120 euros, are not subject to duty. If the cost of the MPO is from 120 to 1000 euros, a duty of 30%, but not less than 4 euros per kilogram, is charged from the amount exceeding the allowance for duty-free import.
(customs value - 120 euros) × 30%
If an express courier service was used, then the duty-free limit is reduced to 10 euros, and in excess, customs duty is paid at a single rate of 30% of the cost, but not less than 4 euros per 1 kilogram.
(customs value - 10 euros) × 30%
