laptop/tablet(win8) for study

Since I cannot write notes with a pen, the question arose of buying a device with a keyboard.
I have a laptop, but it's heavy, so 3 options:
* buy a cheap ~13 inch laptop and leave the laptop
* buy a tablet
* buy a 14 inch laptop to replace mine
In the first two cases, it's annoying that I will live in a hostel (I don't know Is it possible to leave devices there).
Budget up to 35 thousand.
So far, I've looked closely at:
Acer Chomebook C702 (annoying that coding on it will not work properly, and the screen is small, but overall a cool option)

I don't know how it is in Russia, but for $1k you can find 11"-13" MacBook Air. I don't think there is a better option. Moreover, 13 "can be used as a main laptop. At least, you can write notes in any way :)

Isn't "typing" an outline on a tablet a greater hell than writing it with a pen? can write sound? can hire a stenographer for that kind of money? can I buy a diploma and go to work for an interesting job that immediately, instantly appears after 5 years of writing notes?

I think it’s better to take an expensive one so that you don’t change it every year. You will still need it not only for study, look here price.ua/noutbuk-transformer/ccid50.html we are also looking at this one for ourselves, otherwise we got cheap options, that break every month
